Srecko Milacic was born on March 12, 1965 in Pristina. He finished High School of Economics in Podujevo. After that, in 1985, he enrolled at the Faculty of Economy in Pristina and graduated in 1989 with average grade of 9.31. For achieving the great results during his studies, he was proclaimed for the student of generation and got the prize ’’Prominent Student’’. After graduation, he was working as a teacher, later as director in the High School of Economics in Podujevo.

In April 1991, he was elected for the teaching assistant at the Faculty of Economy for the subject: Company Economics II. After graduating, he enrolled post-graduate studies at the department ’’Company Economics’’ at the Faculty of Economy in Belgrade. At the post-graduate studies, he passed all exams with average grade of 9.37. On July 6, 1994, at the Faculty of Economy in Belgrade he defended the master thesis under the title: ’’The influence of time factor on the investment size with special referrence to the project Ibar-Lepenac’’.  During his post-graduate studies, he was the scholar of the Japanese Sasakawa Foundation.

After finishing his post-graduate studies, he was elected for the teaching assistant for subject: ’’Cost Theory’’. At the Faculty of Economy in Pristina, he defended his doctoral thesis under title: ’’Managing the costs of the great investment projects’’. After getting PhD degree, on January 6, 1997, he was promoted into docent for the course ’’Investment Management’’. At the same course, on September 27, 2001, he was promoted into the title of associate professor. From 2001 to 2006, he was the chairman at the Department for Finances and Foriegn Trade. In 2004, he was elected for the president of Faculty Council. Besides the work at the Faculty of Economy in Pristina, he was engaged as associate at the Institute for Economic Research in Pristina and NICEF where he took part in drafting of many investment projects and economic assessments. He was promoted into full professor on July 4, 2006. He was at the position of dean from October 19, 2006 to October 1, 2012 when he was elected for the rector of the University of Pristina, temporarily seated in Kosovska Mitrovica.
